Here's some info from one of the JARs I recently obtained.
You may wish to see if the attributes match those of your copy.

$ ls -l sgt_v21.jar
-rw-r--r--    1 Administ None       928776 Jun 18 11:59 sgt_v21.jar

$ md5sum sgt_v21.jar
8e0e771bb903a742a5d18d76b129f273 *sgt_v21.jar

jar [tx]vf has no problem with this copy.

Not sure why ftp is not working for you.

In any case, you may wish to Right-click and do a "Save as"
in Netscape to obtain the file.
