ANNOUCE ncBrowse rel-1.3.0Beta1

Announcing a new version of ncBrowse.  Release 1.3.0Beta1.  This is not an 
official release, but made available because of performance improvements 
when reading netCDF variables with the axes out of the "natural" order.

This release uses the new ucar.nc2 and ucar.ma2 packages.  The underlying 
netCDF classes are nearly unchanged.  The ucar.nc2 pacage includes support 
to read DODS files.  This feature can be turned on by setting the 
ncBrowse.useDODS property to "true", the default is "false".  For example,

java -ms16m -mx64m -DncBrowse.useDODS=true ncBrowse.Browser

This release is available at ftp://www.epic.noaa.gov/java/ncBrowse as a 
Java, Windows, or Unix installer.
